The double rod carries a foot support on two posts, which gives a rigid mounting under the seat. That stiffness is what you want for a child who drives hard through their feet or who uses the foot plates to push into standing.
Two rods also let each foot plate be positioned and angled separately, which is the setup used where the legs need different treatment. The rod length determines how far the plates sit below the seat, so it is chosen against the child’s lower leg length.
