A thigh belt works further down the leg than a lap belt. It crosses the thighs and stops them lifting off the seat, which is what you want for a client whose extension pattern drives the legs up and takes the pelvis with them.
Holding the thighs down keeps contact through the full length of the seat. Pressure is shared across a larger area, the client does not ride up the backrest, and the supports above the pelvis stay in the positions you set them.
It is padded where it crosses the leg, adjusts on both sides, and can be used on its own or alongside a pelvic harness for a client who needs control at both points.
