Transport fittings are the anchor points that let a Stingray be secured in a vehicle with a tie down system, so a child can travel seated in the chair where that is the right call for the family.
The Stingray has been tested to the vehicle transport standard with these fittings in place, and the frame is approved for transport up to the stated user weight. The fittings give the tie down straps proper structural points on the frame, at the right angles, which is what makes the restraint work as intended.
They also serve as the mounting base for rear mounted accessories such as the oxygen bottle holder, so they are worth having on a chair that may take equipment later.
