The plastic Flat-Mount end fitting kit, supplied as a pair, mounts a belt or harness close to the frame with very little standing proud of the surface. That low profile is what you want where the fitting sits under a seat cushion, beside a hip, or anywhere a bulky mount would press on the client or catch on clothing.
The length is set at installation, not adjusted on the fly, so it suits a chair where the seating has settled and the belt position is known. Once it is set, there is nothing for a client to loosen and nothing extra to snag during a transfer.
